This spell is a part of the Dishevel spell chain and can be found in the Dishevel rune stone.

Movement Misdirection taught the aeromancer to seize a single target's own feet, one stolen step at a time. Hurricane Force Winds is what happens when the aeromancer stops being so selective about who gets caught in that same restless grip. This isn't a narrow current sent after one person anymore - it's the full weight of the Tornado let loose all at once, and by the time it's done, it doesn't much matter whose side anyone was standing on.

The wind erupts outward from the aeromancer in every direction, hurricane-strong, and throws everyone caught in it - friend, foe, it makes no distinction here either - back 1d10 spaces, loose debris riding the gust hard enough to tear at anyone it reaches for 9d12 damage. Staying upright against a wind like that takes a Hard Brace check, made harder still (-2) by how suddenly it hits. But the storm isn't finished once the gust passes. What lingers after is the same disorientation the aeromancer has spent this whole chain learning to inflict one person at a time - Aiming Misdirection and Movement Misdirection both, all at once, on everyone the wind touched, for as long as the spell holds. Every swing goes somewhere it wasn't aimed. Every step lands somewhere it wasn't meant to.

It's the sum of everything Unsure Aim's children ever taught, unleashed on a whole battlefield instead of a single unlucky target - and the aeromancer, at the center of it, is the only one who still knows exactly where their own feet are.
