Rune Stones are stones of ylem which store magical energy. These stones can be used to store and replenish energy or used for enchanting to provide magical effects to an item. You can learn more about rune stones here: Rune Stones and Sorcery.
Ylem
Ylem is the crystallized magical material from which rune stones are made. A highly pliable material, it is able to hold runic soul and runic energy, allowing it to not only transfer magical knowledge to its bearer but also to call upon some of the runic energy stored within. It occurs naturally in varying degrees of purity, and that purity determines both the Soul capacity of the finished rune stone and how far up a spell chain the stone can be unlocked. Only a mage of the same runic element as the stone can recharge it once its Soul has been spent.
Ylem stones are sold by the pound. The crafting skill required to work with a given purity is noted below.

Pre-Made Rune Stones
The College of Arcana maintains a selection of already-crafted rune stones for those who wish to acquire one without the effort of crafting their own. Pre-made stones are charged and ready to use upon purchase. They contain only the first spell of the listed spell chain. Additional spells in the chain must be unlocked by the bearer as normal. The element of the stone is noted, as only mages of a matching element may recharge it.
Pricing is based on the ylem used plus the cost of the runic work to inscribe the first spell of the chain.

Rune Stone Recharging
Rune Stones can be recharged by the attendants of the College of Arcana or the auxiliary offices found in select cities throughout Nor'Ova. The recharge rate is 10 shillings per every 2 Soul recharged.
Runic Tattooing
The College's master wizards offer a unique service to serious practitioners of the magical arts: the tattooing of a runic symbol directly upon the forehead. The ink used in the process is drawn from ylem, and the purity of that ylem determines how long the tattoo's power endures before fading.
When active, a runic tattoo increases the bearer's runic energy by 1d8 multiplied by the tier level of their most powerful spells and decreases all spell Soul costs by 25%. For runic power increase, if your most powerful spell is a Tier 3 spell, that means the runic tattoo will increase your runic power by 3d8.
The bearer must supply the ylem ink to be used, which can be purchased here. The service fee is 35% of the cost of the supplied ylem.
